Code of Practice

At the Horticulture Association of Bhutan (HAoB), we believe that growth isn’t just about what we plant, it’s also about how we work, learn, and take responsibility. That’s why we created our Code of Practice, a voluntary guide that reflects our values and our vision for a stronger, more sustainable horticulture sector.

This Code wasn’t drafted behind closed doors. It grew from real conversations with farmers, experts, and communities who care deeply about the environment and ethical practices. It’s our way of setting clear, honest standards, not because someone told us to, but because we believe it’s the right thing to do. Whether you’re growing for your village or exporting abroad, this Code is here to help you improve, stay accountable, and earn trust, from your neighbors and the world.

The Code was designed through a consultative, multi-stakeholder process involving:

  • Members of HAoB

  • The Confederation of the Bhutan Chamber of Commerce and Industry (BCCI)

  • Feedback from farmers and producers

  • Input from international flower market experts

In developing the Code, special attention was given to:

  • Relevant Laws and Regulations of Bhutan

  • BCCI’s policy concerns

  • Farmers’ operational realities

  • Market expectations for sustainability and quality

The Code outlines clear standards in five key areas:

  1. Systems & Record-Keeping
    Structured documentation for compliance and transparency.

  2. Good Agricultural Practices (GAP)
    Promoting sustainable, efficient, and safe farming techniques.

  3. Environmental Protection
    Minimizing environmental impact through eco-conscious methods.

  4. Occupational Safety & Health
    Ensuring a safe and supportive working environment.

  5. Employment Practices
    Upholding fair labor standards and ethical workforce management.

  • Provides practical guidance and tools for improved farm management.

  • Encourages staff development through training and capacity-building.

  • Helps farms adopt internationally recognized systems and standards.

  • Enhances workplace safety and infrastructure for farm workers.

  • Improves waste management and environmental performance.

  • Builds credibility and market confidence, particularly among international buyers.
